Canada has a new Liberal government, and they’re taking a fresh look at immigration. The new Prime Minister, Mark Carney, is shifting the focus to balance immigration with some major challenges Canada is facing, especially when it comes to housing, public services, and the economy.

Permanent Resident Numbers Stabilizing

One of the biggest changes is the number of permanent residents Canada plans to accept over the next few years. The numbers are:

• 395,000 in 2025
• 380,000 in 2026
• 365,000 in 2027

Compare that to the original plan of welcoming 500,000 people every year. These numbers include Immigration classes as Economic, Family, Refugees, Protected Persons, Humanitarian, Compassionate and Other and French-speaking admissions outside of Quebec.

Only in Case of and French-speaking admissions outside of Quebec, the numbers tend to increase from 29,325 to 31,350.

Why the cut? Well, it’s mainly because housing is too expensive and too limited. Many cities are struggling to build homes fast enough for the growing population. This makes it harder for newcomers to find a place to live, and it also adds pressure to schools, hospitals, and other services.

What About International Students?

Canada will put enrolment caps on study permits. This means fewer international students will be allowed in while the government reviews the program. Some people felt that there were too many students coming in without enough support or resources for them which added pressure on rental markets.

Temporary Foreign Workers Also Affected

It’s not just students. Canada is also looking at ways to limit temporary foreign workers, especially in industries where they might be putting extra strain on local services or housing. This doesn’t mean workers aren’t needed in fact, some industries are still struggling to find skilled help. But it does mean that Canada wants to manage who comes in more carefully, and make sure people who do come are truly needed.
