IRCC (Immigration Refugee and Citizenship Canada) Freezes PGWP-Eligible Fields of Study for 2026: What International Students Need to Know!
International students planning to study and work in Canada received important clarity for 2026 Field of study requirements. IRCC has officially confirmed that it will not make any changes to the current list of educational programs eligible for the Post-Graduation Work Permit (PGWP) throughout 2026.
This announcement, published on IRCC’s website on January 15, 2026, puts a pause on any additions or removals of eligible fields of study for the year—offering much-needed stability for students and institutions alike.
In 2025, the Canadian government had indicated plans to significantly revise PGWP eligible programs in early 2026. Many international students were concerned that sudden changes could impact their ability to gain Canadian work experience after graduation.
The new and recent update means:
- No new programs will be added to the PGWP eligibility list in 2026, IRCC will stick to the last updated CIP codes in PGWP eligibility
- No existing eligible programs will be removed
- Students can plan their studies with greater confidence and clearer vision about the field of study
For those already enrolled or preparing to apply, this decision reduces uncertainty and allows clearer long-term planning.
Why does this change bring relief for the international students:
The freeze brings predictability, especially for students pursuing non-degree programs such as diplomas and certificates. Knowing that eligibility rules will remain unchanged throughout 2026 allows students to make informed decisions about their education and future career pathways in Canada.

IRCC uses Classification of Instructional Programs (CIP) codes to determine whether a program qualifies for a PGWP. These six-digit codes categorize post-secondary programs by field of study, and IRCC maintains an official list of eligible CIP codes.
